Wote Water and Sewerage Company (WOWASCO) was incorporated as a company under the Kenya Companies Act on 28th June 2006.
This was after transforming the previous community scheme registered as CBO under the name Wote Urban Water Board Project.
Originally the company after the incorporation managed the Wote Water supply which was previously managed by Wote Urban Water
Board project with the effective date of the company’s operations being 1st December 2006. The operations of the company were
as per the provisions of the water Act 2002 which mandated TANATHI Water Services Board to provide water services through
Water Service Providers (WSPs) as their agents. This was done through a signed Service Provision Agreement (SPA) between
the WSB as the principal and the water company (WSP) as the agent.
After the promulgation of the Kenya constitution 2010, water service provision was devolved to the Counties and subsequently
water Act 2002 repealed with water Act 2016.
Under the new laws, the company became wholly owned by the County Government of Makueni. The company therefore gives water
services on behalf of the County Government of Makueni within Wote Municipality. WOWASCO is licensed by WASREB to operate
as the sole WSP within Wote municipality pursuant Article 74 of the Water Act 2016.
It is due to the new ownership structures that the county Government oversees the company’s Board of Directors recruitment
and subsequent induction. Out of the five (5) WOWASCO Directors, two (2) are the County Executive Committee Members for
Water and Finance respectively. The Board in addition to policy formulation role is mandated to recruit the Managing Director.
Currently the Managing Director is a County Government seconded staff.
WOWASCO is currently amending the Memorandum and Articles of Association to align with the new governance structure as provided
for in the water Act 2016, Makueni County Government water Act 2020 and the governance guidelines by WASREB 2018
WOWASCO area of jurisdiction is 363km² with an estimated population of over 90,000 out of which WOWASCO serves an estimate of 40%
due to challenges of limited water services. Wote Water has 5no. water sources with an average production of 2000m3 per day.
The company’s Managing Director is mandated to overseeing the company’s day to day operations. The MD is assisted in the company’s
management by three (3) departmental heads. The three departments are Technical, Finance & Administration and Commercial. The company
currently has 40 members of staff out of whom five (5) are County Government seconded staff.

The company is governed by a Board of Directors whose role is to provide policy guidelines in the management of the company.
